Per the September 6 Gamescom report, NCsoft's western model keeps free players inside the content: you are not locked out of dungeons, raids, or PvP, and you can fully equip your character without a monthly membership.
What membership gates is the economy — buying or trading certain items from other players on the marketplace. Gear itself is earned through gameplay, so 'free progression' means choosing the play-earned path over the marketplace path.
Quest Rewards and Solo Content as Your First Gear
The early game feeds gear through quest lines and solo dungeons, where you learn boss mechanics and collect rewards for successful fights — progression that does not require a group or a purchase.

If you intend to stay fully free, the efficient order is solo-dungeon training first, then 4-player dungeons, then raid content as your gear score allows; party-based drops cannot be purchased by other players unless you buy membership — so the free player's edge is simply running the content.
